The AI should be just as subject to punitive wars as I am. Why the hell does the AI get free-range expansion, while I cannot? Also, I've never once gotten an event to give me an Annex Cassus Belli, so that's out of the quesiton. Their infamy was 9, and both nations were annexed. In Victoria II, you can conquer the most remote regions possible (Sokoto, for example), and gain massive infamy. However, Napoleon was trying to take over Europe, other major nations. Europe feared Napoleon's expansion, and formed numerous coalitions against him. No system, other than a few events and simply waiting, can lower infamy, and if your infamy is past 20, other nations can declare punitive war on you. Annexing any nation gives you 20 infamy (the default 'limit' in the game), taking a state/colony gives you 9 infamy, and seizing land from uncivilized people gives you 4 infamy. Victoria II's main goal is to simulate a powerful empire in the 1800s and 1900s, but the goal of world-conquering and empire-building is extremely difficult thanks to a punishing infamy system. Infamy is raised by just about everything, and lowered by almost nothing. Playing as the United Kingdom, I've noticed several problems with infamy.ġ.
